Ashwin reached 300 Test wickets in 54 matches – thus becoming the quickest to the milestone – taking two Tests lesser than former Australia legend Dennis Lillee.Ashwin finished the Test with eight wickets – four in each inning – to take India to a comprehensive win by innings and 239 runs to match their largest victory margin in Tests It also inflicted the biggest defeat on Sri Lanka Coincidentally Ashwin has broken Lillee’s record exactly 36 years after the latter set it The post-lunch play on Monday saw both Umesh Yadav and Ashwin work towards personal milestones but it was the off spinner who got there first Bowling from over the wicket Ashwin bowled a carrom ball to beat Gamage and take the off stump The dismissal was so feint that it needed the third umpire’s intervention for it to be confirmed and for the Test to be completed Ashwin with 300 Test wickets in 54 matches got to the landmark ahead of the likes ofMuttiah Muralitharan (58 Tests) Richard Hadlee Malcolm Marshall and Dale Steyn (61 Tests each) He also became the fifth Indian bowler to 300 or more wickets and stands behind:Anil Kumble (619) Kapil Dev (434) Harbhajan Singh (417) and Zaheer Khan (311) “I really hope I can go on to double these 300 wickets I have only played 50 Tests It’s not easy bowling spin it looks like you’re just ambling up But there’s a lot behind it We’ve bowled a lot of overs me and Jaddu (Ravindra Jadeja) And the break has helped I’m a lot more fresher now comparatively” Ashwin said following the win “The carom ball was a good ball I haven’t bowled many of those in the last 24 months” he added “I have worked on different releases for it and now that we are travelling I think I needed that extra bit It has been a longer break than I’ve been used to over the last few years But I did have a good stint in Worcester and I learnt a lot of things As you can see I’ve worked on different loadings different actions It’s also helped my patience wickets haven’t come Representational Image/ File Related News Fugitive preacher Abdul Rashid Abdulla sought by the National Investigation Agency for leading 23 Kerala residents to join the Islamic State in Afghanistan’s Nangarhar province says he is telling would-be jihadists to travel to the country instead of plotting attacks inside India “Today it is impossible to wage offensive jihad in India” he said in an exclusive interview to the The Indian Express “First we have to consolidate the Caliphate and then expand its frontiers” “Perhaps we can carry out one or two lone wolf attacks or a strike here or there but not true offensive jihad” Abdulla said “We have lots of people in India and we tell them: wait we are coming The Islamic State is growing far faster than you can imagine The aim is for the whole world to be ruled by the law of Allah so he alone is worshipped not false gods” The interview gives new insight into the thinking driving recruitment into the ranks of organisations like the Islamic State which though small has swelled in recent years “In India the Modi government is a blessing in disguise for us” he says “This is because while in some parts of India Muslims face visible oppression in many others they really do not recognise the reality of their oppression The hypocrite scholars misguide them The Modi government is planning to change the Constitution and once that happens the real oppression will begin” “That is when Muslims will start searching for the solution” Abdullah says “People only remember God when a loved one is dying in hospital Jihad is like that too” Abdulla lashed out at mainstream Indian Muslim leaders who he argued were misleading their flock by condemning the Islamic State as illegitimate “Muslim leaders in India claim that it is possible for Muslims to practise their faith 100% in India: we can pray fast go for hajj and so on” he said “But the hypocrite Islamic scholars stay silent on the Quranic commandment for Muslims to engage in offensive jihad They know that the Prophet went with weapons and conquered the whole of the Arabian peninsula The Islamic State follows the example of the Prophet Muhammad in Medina yet these so-called scholars criticise it” “Islam spread by the sword — not by peace” Abdulla said “The critics of Islam ironically speak the truth while the so-called Islamic scholars do not The Prophet Muhammad the Caliph Abu Bakr Siddiq and those that followed them conquered the world by the sword not by doing dawah [proselytisation]” Abdulla also insists other key religious obligations cannot be met in India either “To give but one example: forbidding evil is a critical part of Islam Allah asks Muslims to prevent evil with their hand In India Hindus worship false gods everywhere Is there any Muslim who can use his hand to stop this There will be a riot Alcoholism Prostitution Homosexuality Interest I can go on and on” Abdulla was also dismissive of arguments made by Muslim leaders that campaigning to improve the conditions of Muslims in India was more important than global jihad “For a Muslim the biggest objective should be a world ruled by the law of objective Education jobs-these are pseudo-achievements Education in India teaches you to respect the nation-state and other religions These are anti-Islamic And jobs A job helps a secular-democratic nation Is it Islamic to build a country where people can worship false gods all the better” “Indian Muslim leaders fall into three categories” he alleged “those who do not know the truth those who deliberately obscure the truth and those who realise the truth but only wish to work for it indirectly fearful of the consequences of speaking out” Abdulla’s entry into the Islamic State appears to have been part of a long journey “Following the September 11 attacks any Muslim was delighted I was in Muscat preparing for my class 10 exams it gave me a wonderful feeling Later the hypocrites of Islam the so-called scholars in the pay of the United States branded this to be terrorism” He describes the Caliphate in Afghanistan as a kind of utopia: “There are a great many people from India migrating and coming here from almost every state far more than you can imagine” Abdulla rejects claims that the Islamic State is hated by local tribes “Here in Khorasan we have Pakistanis Tajiks Uzbeks Arabs Russians Indians — and all of us live like brothers along with the Afghans from local tribes The Islamic State was only resisted by some with nationalistic goals or with secular ideology who revolted against Islam and the Caliphate They were executed That news is true” The Taliban with whom the Islamic State has battled he casts as misguided “They implement sharia but not 100% — they only want to capture Afghanistan implement sharia in it not in the whole world as Allah commands us to do This is anti-Islamic” Ever greater numbers of Indian Muslims Abdulla believes will be drawn to jihad in the future “Thanks to western education young people have come to realise the drawbacks of the western system The youth have realised that western philosophy and the western way of life rests on shaky foundations Some turn to atheism and find themselves stuck in a spiritual vacuum Thanks to the internet though and to their knowledge of English a new world has opened up to the youth” For all the latest India News with three months left before the deadline there has been no decision on the way forward (Representational) Top News Nearly 90 per cent of the country’s coal-fired power generation capacity is in violation of emission norms notified two years ago that will kick in December this year In June this year the Union Power Ministry informed the Union Environment Ministry via a letter that 1659 GW out of the total of 1871 GW — or 89 per cent — of the country’s existing coal-based power capacity is not in compliance with the Sulphur Dioxide (SO2) emission limits that were notified in 2015 However it has said that existing plants of 146 GW along with under construction plants of 67 GW are ready to install SO2 emission curbing systems but that will take an investment of more than Rs 1 lakh crore This will result in consumers paying an additional Rs 23660 crore annually through a tariff hike of 32 paise per unit Even though the 2015 norms stated that all existing coal-based plants need to follow emission limits by December 7 this year the Power Ministry stated that it will take seven years to “retro-fit” Flue Gas Desulphurisation (FGD) systems — which remove SO2 from exhaust flue gases — in the existing capacity It also said that the remaining 199 GW of the aforementioned 1659 GW capacity either does not have “space” or is “not interested” in installing FGD systems And that a plan regarding installation of FGD systems in the plants under construction is yet to be decided Sources said both ministries have met one time after this letter was sent but even with three months left before the deadline there has been no decision on the way forward The 2015 norms specified emission limits for Oxides of Nitrogen (NOX) However for coal-based units installed before December 2003 the Power Ministry has asked the Environment Ministry to defer implementing these NOX emission limits by three years For units installed after December 2003 it has requested that it be allowed to operate them at higher NOX emission limit of 600 mg/Nm3 (milligrams per cubic metre) for three years because the state-run NTPC Ltd is currently conducting a “pilot study” to test if “NOX control technology” will work for “Indian coal” that has “high ash content” Experts say that short-term exposures to SO2 can harm the human respiratory system and make breathing difficult Children the elderly and those who suffer from asthma are particularly sensitive to effects of SO2 NOX too can trigger “serious respiratory problems” Moreover both SO2 and NOX can be easily oxidised within airborne water droplets to form acid precipitation or ‘acid rain’ There were no SO2 and NOX emission norms in India before December 7 2015 On June 30 2017 the then power secretary P K Pujari sent Environment Secretary A N Jha a letter along with a report “outlining the plan of action for implementation of the new norms” Pujari asking for an extension of deadline stated in his report: “Generation from coal based thermal power plants during 2016-17 was 910 BU (billion units) out of total generation of 1242 BU (73 per cent) 65 per cent of country’s total generation was from capacity which is non-compliant to new emission norms in terms of SO2 emission These capacities would be off the grid in case of non-compliant capacities are not permitted to operate resulting in acute power supply deficit Hence there would be requirement of extension of timelines” On June 30 2017 then Power Secretary P K Pujari sent Environment Secretary A N Jha a letter with a report “outlining the plan of action for implementation of the new norms” In his letter Pujari asked Jha to “consider the suggestions made in the enclosed report” and “once the report is studied by Ministry of Environment and Forests it may be discussed in a joint meeting to finalize the way forward” In his 30 letter Pujari proposed a plan to bring 1659 GW of coal based capacity in compliance with the new emission norms by 2024 He said that 373 units of power plants — having a total 146 GW capacity — have given their implementation plan to install FGD He said that under this plan a “transition time period of 7 years” would be required to bring 373 units in compliance “with new SO2 norms” Under this plan 10 units of 4880 MW capacity would install FGD during 2019; 41 units of 21980 MW capacity would install FGD during 2020; and so on This power ministry’s plan is similar to the roadmap released by the Central Electricity Authority (CEA) on May 25 this year In his report Pujari also said that the Central Electricity Regulatory Commission (CERC) may allow a hike in consumer tariff in order to compensate power companies for their expenditure on FGD installation Jha as well as current Power Secretary A K Bhalla did not respond to queries sent by The Indian Express In the list of units non-compliant with new SO2 emission norms are Adani Power Reliance Power and Tata Power The list also included the names of units of public sector companies such as NTPC Ltd and Maharasthra State Power Generation Company Limited (Mahagenco) Asked when will it be able to comply with 2015 norms Tata Power said: “We are in constant touch with the Government and would respect the reasonable timelines decided jointly by MOP (Ministry of Power) and MOEFCC (Ministry of Environment Forest and Climate Change)” Adani Power Limited told The Indian Express: “All Adani Units are geared up towards making the units compliant with the 2015 environment norms and adhere to the action plan developed by CEA” Reliance Power NTPC Ltd and
